Promotion of Hindi by GOI
भारत सरकार द्वारा विदेशों में हिंदी भाषा के प्रचार-प्रसार के लिए किए जा रहे प्रयास:
- “विदेशों में हिंदी भाषा का प्रचार-प्रसार’’ भारत सरकार के विदेश मंत्रालय की एक अत्यंत महत्वाकांक्षी योजना है। इसके अंतर्गत हिंदी, संस्कृत और मांग के आधार पर अन्य भारतीय भाषाएं सिखाने हेतु नि:शुल्क कक्षाएं आयोजित की जाती हैं।
- ये कक्षाएं भारतीय दूतावासों द्वारा संबंधित देश, विशेषरूप जहां भारतीय मूल के लोगों की संख्या अधिक है, में प्रमुख रूप से स्थानीय शिक्षकों की सहायता से तीन स्तरों (आरंभिक, माध्यमिक और उन्नत) पर आयोजित की जाती हैं।
- इन कक्षाओं के संचालन में जहां तक संभव हो स्थानीय शिक्षकों को वरीयता दी जाती है।
- इन सभी स्तरों की वार्षिक परीक्षा पास करने पर यह माना जाता है कि प्रतिभागी को हिंदी का आधारभूत एवं व्यावहारिक ज्ञान हो गया है।
- वार्षिक परीक्षा पास करने पर उच्चायोग द्वारा एक प्रमाण पत्र जारी किया जाता है और प्रवीणता सूची में प्रथम, द्वितीय और तृतीय स्थान पाने वालों छात्रों को प्रोत्साहित करने के लिए सितम्बर माह में आयोजित किए जाने वाले हिंदी दिवस समारोह के दौरान पुरस्कार प्रदान किए जाते हैं।
- इसके अतिरिक्त विदेश मंत्रालय का स्वायत्त निकाय भारतीय सांस्कृतिक संबंध परिषद (आईसीसीआर) भी विदेश स्थित अपने सांस्कृतिक केंद्रों के माध्यम से भारतीय संस्कृति के साथ साथ हिंदी के प्रचार प्रसार में भी सहयोग प्रदान करता है। आईसीसीआर कुछ देशों में भारतीय हिंदी शिक्षकों की भी समय समय पर नियुक्ति करता है और वहां नियमित रूप से हिंदी कक्षाएं भी आयोजित की जाती हैं।
- भारत सरकार ने मॉरीशस सरकार के सहयोग से विदेशों में हिंदी के प्रचार-प्रसार और इसे वैश्विक भाषा के रूप में मान्यता दिलाने के लिए मॉरीशस में विश्व हिंदी सचिवालय की स्थापना की है, जो संयुक्त राष्ट्र संघ के साथ मिलकर विदेशों में हिंदी को बढ़ावा देने के लिए अनेक योजनाएं संचालित करता है।
- भारत सरकार विदेशों में हिंदी के प्रचार प्रसार के लिए अपने दूतावासों के माध्यम से सितम्बर माह में भारत की तरह विदेशों में भी हिंदी दिवस और हिंदी पखवाड़ा का आयोजन करती है। इसके अंतर्गत स्थानीय लोगों के लिए विभिन्न प्रकार की हिंदी प्रतियोगिताएं आयोजित कर विजेताओं को पुरस्कार प्रदान किए जाते हैं।
- इसी प्रकार भारत सरकार ने वर्ष 2006 से अंतर्राष्ट्रीय स्तर पर हिंदी के प्रचार-प्रसार को और बल देने के लिए 10 जनवरी को विश्व हिंदी दिवस के रूप में मनाने का निर्णय लिया। भारतीय दूतावासों द्वारा भी विश्व हिंदी दिवस मनाया जाता है और इस अवसर पर विशेषरूप से स्थानीय लोगों के लिए विभिन्न प्रकार की हिंदी प्रतियोगिताएं आयोजित की हैं और विजेताओं को पुरस्कार प्रदान किए जाते हैं। इस समारोह में स्थानीय डायसपोरा संगठनों के प्रमुखों, स्थानीय सरकार के प्रतिनिधियों आदि को आमंत्रित कर सांस्कृतिक कार्यक्रम भी आयोजित किए जाते हैं।
- हिंदी भाषा के वैश्विक स्तर पर संबर्धन और इसे विश्व भाषा बनाने के लिए भारत सरकार ने मुख्यरूप से भारतीय डायसपोरा बाहुल्य देशों में विश्व हिंदी सम्मेलनों के आयोजन की एक विशेष पहल शुरू की। पहला विश्व हिंदी सम्मेलन 10 जनवरी, 1975 को भारत के महाराष्ट्र राज्य के नागपुर में आयोजित किया गया। विभिन्न देशों में अब तक कुल 12 विश्व हिंदी सम्मेलनों का आयोजन किया गया है। 12वां विश्व हिंदी सम्मेलन फरवरी 2023 में नांडी (फिज़ी) में आयोजित किया गया।
- त्रिनिदाद और टोबैगो के लिए यह गर्व का विषय है कि 5वां विश्व हिंदी सम्मेलन 4-8 फरवरी, 1996 के दौरान पोर्ट ऑफ स्पेन में आयोजित किया गया था। यह भी गर्व की बात यह है कि त्रिनिदाद और टोबैगो के निम्नलिखित तीन हिंदी विद्वानों विश्व हिंदी सम्मान से भी सम्मानित किया गया:
े श्रीमती कमला रामलखन - वर्ष 2015 में भोपाल (भारत) में आयोजित 10वें विश्व हिंदी सम्मेलन;
- डॉ. राम परसाद परसराम - वर्ष 2018 में मॉरीशस में आयोजित 11वें विश्व हिंदी सम्मेलन; एवं
- श्री रविन्द्रनाथ महाराज - वर्ष 2023 में नांडी (फिज़ी) में आयोजित में आयोजित 12वें विश्व हिंदी सम्मेलन।
Efforts being made by Govt. of India for Promotion of Hindi language in foreign countries:
- “Promotion of Hindi language in foreign countries” is a very ambitious scheme of the Ministry of External Affairs, Government of India. Under this, free classes are organized to teach Hindi, Sanskrit and other Indian languages on demand basis.
- These classes are conducted by Indian embassies at three levels (Bingers, Intermediate and Advanced) with the help of local teachers in the respective country, especially where the the persons of Indian origin are in large number.
- As far as possible, preference is given to local teachers in conducting these classes.
- On passing the annual examination of all these levels, it is considered that the participant has acquired basic and practical knowledge of Hindi.
- A certificate is issued by the High Commission on passing the annual examination and awards are also given during the Hindi Diwas celebrations organized in the month of September to encourage the students who stand first, second and third in the merit list.
- Apart from this, the Indian Council for Cultural Relations (ICCR), an autonomous body of the Ministry of External Affairs, also provides support in the propagation of Hindi along with Indian culture through its cultural centers abroad. ICCR also appoints Indian Hindi teachers from time to time in some countries and Hindi classes are organized there regularly.
- The Government of India, in collaboration with the Government of Mauritius, has established the World Hindi Secretariat in Mauritius to promote Hindi abroad and get it recognized as a global language, which, in collaboration with the United Nations promotes Hindi abroad and conducts many schemes to make Hindi more popular in foreign countries.
- Like in India, the Government of India organizes Hindi Day and Hindi Fortnight in the month of September through its embassies to promote Hindi in foreign countries. Under this, various types of Hindi competitions are organized for the local participants and awards are given to the winners.
- Similarly, the Government of India decided to celebrate 10 January as World Hindi Day from the year 2006 to give further emphasis to the promotion and propagation of Hindi at the international level. World Hindi Day is celebrated by Indian embassies across the world and on this occasion, various types of Hindi competitions are organized especially for the local participants and prizes are given to the winners. Cultural programs are also organized by inviting heads of local diaspora organisations, local government representatives etc.
- To promote the Hindi language globally and make it a global language, the Government of India started a special initiative to organize World Hindi Conferences mainly in the countries where Indian diaspora is in large number. The first World Hindi Conference was held on January 10, 1975 in Nagpur, Maharashtra (India). A total of 12 World Hindi Conferences have been organized so far in different countries. The 12th World Hindi Conference was held in Nandi (Fiji) in February 2023.
- It is a matter of pride for Trinidad and Tobago that the 5th World Hindi Conference was held in Port of Spain during 4-8 February, 1996. It is also a matter of pride that following three Hindi scholars from Trinidad and Tobago have been awarded with World Hindi Awards till now:
- Mrs. Kamla Ramlakhan-10th World Hindi Conference held in Bhopal (India) in the year 2015;
- Dr. Ram Persad Parasram-11th World Hindi Conference held in Mauritius in the year 2018; and
- Mr. Rabindranath Maharaj-12th World Hindi Conference held in Nandi (Fiji) in the year 2023.
